S1: Divide both sides by 4 and you are left with a=1.25b. So a is 25% larger than b. SUFFICIENT.
S2: You will get different answers depending on the values of a and b. NOT SUFFICIENT.

Statement 1: a=1.25b, clearly we can see it is 25% greater.
Thus, statement 1 alone is sufficient.
Let's analyse statement 2:
a=b+2000
We can use various counter example to prove that this statement would give different percentages as the a-b needs to be equal to 2000
b=1000; a=1000+2000=3000
b=1; a=1+2000=2001
Both set of values give different percentage, hence not sufficient.
Option A is the answer
