As this question looks to be asking directly about the rate * time = work equation, we'll use it.
This is a Precise approach.

(1) So the rate is 15 miles per gallon and the work is 150 miles meaning the number of gallons is 10.
But we're not asked about the number of gallons; we're asked about the percent capacity.
Insufficient!

(2) OK, but how much of that capacity was used?
Insufficient!

Combined: We now know that 10 gallons were used out of 75% capacity.
But how much is 10 gallons in percent?
Still insufficient!

(E) is our answer.

We need to find what percent of capacity the fuel tank is filled with at the end of the trip?. To find that we need information on initial filled capacity on tank before journey and fuel used for the trip.

(1) The car averaged 15 miles per gallon for the trip.
This does not give any information on capacity before and after the trip. We have only one information that 10 gallons of fuel used for the trip - In Sufficient.

(2) The tank was filled to 75 percent of capacity at the start of the trip
We only have initial filled percent. But not what was used for the trip - Insufficient.

Now lets consider option 1 and 2 together - we know that 75% was filled initially and 10 gallons was used in trip. But we do not know what percent of tank capacity that 10 gallons translates to. So both option together is not enough.
