This is a good illustration of why we should translate DS word problems into algebra on paper before trying to solve them. If you do too much of the work in your head, it's easy to get your variables mixed up, think you have variables that you don't, etc.

Here's my translation:

Question: c = 0.03s. s = ?

(1) s - c = 245000

(2) s = 1.25(225000)

Statement (1) is sufficient, because when you combine the 'fact' in the question with that statement, you have a system of two linear equations and you can solve.

Statement (2) is sufficient, because it tells you the answer to the question directly.
