I think the answer is: C

I assumed that D=2.7 and A=0.9. Therefore, D/A= 3

The difference between A and 1 AND between D and 3 is almost the same....
so it will be A=0.9 and D = 2.9 or A=0.8 and D = 2.8
If A=0.8 and D = 2.8.. $$\frac{2.8}{0.8}= \frac{7}{2}=3.5$$ so near to E
even if we take 2.9 and 0.9 ... \frac{2.9}{0.9} = 3.22

Not sure if this is the optimal method, but this is how I did it:

From observation, A and 1 AND D and 3 are located at a similar distance. Hence, they both will have the same digit after the decimal.

Therefore, D = 2.8 and A = 0.8.

D/A = 3.5

The point closest is E.
