A. his skin surely would have burned

This question begins with the condition part of a conditional sentence (If... had not applied). This part is in Past Perfect, which means that the conditional is Conditional 3. The result part of Conditional 3 sentences should be in Future Past Perfect, which is indeed the tense used in this answer choice (would have burned)


B. his skin would burn for sure

This answer choice is grammatically incorrect. The question begins with the condition part of a conditional sentence (If... had not applied). This part is in Past Perfect, which means that the conditional is Conditional 3. The result part of Conditional 3 sentences should be in Future Past Perfect. This answer choice, however, uses Future Past (would burn), which is the tense used in the result part of Conditional 2 sentences.
