The terminating or non terminating decimal would depend on the denominator of the fraction, which is in its simplest form..
RULE- if the denominator consists of ONLY power of 2, 5 or both, the decimal formed will be terminating otherwise NOT..

lets see the statements--

(1) m=3k, where k is a positive integer.
nothing about denominator , so Insuff..

(2) n=2t, where t is a positive integer
this tells us that denominator is 2*t..
if t is 1, 2, 5 or its powers then it will be terminating..
If t is 3,6,7,9,11 etc it will be non terminating..
Insuff

Combined..
nothing much. Just gives an additional value of t as 3 for which it will be terminating, since 3 is in the numerator...

Whether a number can be expressed as decimal depend on the value of the demominator.For the number to be a terminating decimal
the denominator should be of the form 2^m*5^n

Stmnt 1 : Says nothing about the denominator so not sufficient

Stmnt : Says something about the denominator but the value of n may or may not be expressed in the form 2^m*5^n
For e.g when t=2 the fraction m/n will terminate
For e.g when t=3 the fraction m/n may or may not terminate depending on the value
of m

Stmnt 1+ 2
e.g 3/6 the fraction will terminate
e.g 3/14 the fraction will not terminate
So both insufficient
