If we're not entirely sure how to start, we'll use a few examples.
This is an Alternative approach.

(1) Say we pick 301 or 311. These give different sums of the digits of n.
Insufficient.

(2) Once again, we can pick 300 or 301. Insufficient.
Insufficient.

Combined.
One option could be 301, as above. But can we change the hundreds digit? Yes! If we pick a hundreds digit of 6, then the units is 2 and the tens is 3 giving 632.
Insufficient.

(E) is our answer.

St1:- No information on tens digit is provided.
Hence sum of the digits would be any positive number.
Insufficient.

St2:-No information on unit digit is provided.
Hence sum of the digits would be any positive number.
Insufficient.

(1)+(2), Let the digits be x, y, and z & the number be=100x+10y+z
We have two equations, (1) x=3z & (2)x=y+3.
Still we have two equations & 3 variables. So x+y+z would have many possible values.

Hence, insufficient.
