r and s could be negative integers too.
(1) \(r^2 + s > 1\)
If r is -2 and s is -1, the answer is yes.
But say r=1/2 and s=4/5....
\(r^2+s^2=\frac{1}{4}+\frac{16}{25}=\frac{89}{100}\), the answer is no.
Insufficient
(2) \(r^2 + s > \frac{1}{2}\)
Same examples as above will be valid
