196 = 28/100*x
x = 196*100/28
x = 700

(196000 /28)*100

= 700000

By looking at the answer choices, the only one that makes sense is option E.

\$196,000 is 28%, given the spread of the choices, I just did \$196 * 4, which is > \$700,000. So chose answer E. If the numbers were closer I would of done more math.

196 = 28/100 * X
