Because the If-clause uses present tense - "is successful", the following clause must use future tense - "will". Only A and B remain.

If the development of a hardier variety of rice is successful, the damage to at least 4 million tons of rice crops a year will be prevented.

1) at least 4 million tons of rice crops a year will be
Correct.

2) 4 million or more than 4 million tons of rice crops a year will be
Awkward.

3) at least 4 million tons of rice crops a year were

4) at least 4 million tons of rice crops a year would be

5) at least 4 million tons of rice crops a year had been

Okay so the rule goes like this, for 'If sentences'

If ...X(Present tense).....Y(Future tense)
If....X(Past tense)....Y(Conditional)

1) at least 4 million tons of rice crops a year will be--------CORRECT

2) 4 million or more than 4 million tons of rice crops a year will be-----4 million or more phrase is verbose

3) at least 4 million tons of rice crops a year were-----------were is wrong as past tense

4) at least 4 million tons of rice crops a year would be-------As per rule described above, would (conditional) would come if complemented with past tense in the 'if' part

5) at least 4 million tons of rice crops a year had been------had been is incorrect, no past tense
