Let y=abc (positive three digit number) then x= cba (obtained by reversing the order of the digits)
question stem is asking cba>abc? (yes/no)
From statement 1
y=a3c ( as we see from the analysis of QS the tens digit of 3-digit positive number x and y will not alter the absolute values of x and y)
we need to know a and c hence insufficient
From statement 2
y=ab9 and x=cb1 from this statement we know that a=1 and c=9
therefore we can say that y=1b9 and x=9b1
hence statement is sufficient to say x>y

x will be greater than y, if c > a
given a = 1 and c = 9. Therefore, B.
