Without any calculations, you can mark E as we do not know the order of A, B and C

Nothing About B
Insufficient

(2) The distance between point B and point C is 7 inches
Nothing about A
Insufficient

Combined..
If it is A....C.....B distance is 10+7=17
If it is A....B...C distance is 10-7=3
Insufficient

Answer should be E as sequence of points are not given. it may be A-B-C or A-C-B

Statement 1 and Statement 2 is clearly independently insufficient.

let's take 1 and 2 together:

Possibility 1

A____________C______________B, AB is 17

Possibility 2

A___________B____________C, AB is 3, So E
