If $$y ≠ 0$$, is $$\frac{x}{y}=\frac{1}{2}$$?

(1) x is 50 percent of y
(2) 0.1x = 0.05y

As all we're given are equations, we'll work with them.
This is a Precise approach.

(1) so x = 0.5y meaning that x/y = 0.5 = 1/2.
Sufficient.

(2) Again, simplifying directly gives the answer. (we don't have to actually calculate!)
Sufficient.
