Statement 1:
Since Y is positive , so x-y= -x-y
This solves to 2x=0.
Leading to x=0..
So sufficient.

Statement 2: tells nothing about x or Y..

So A is the answer.

Note:. Kindly point out if any fault is here in my understanding.

I think option A is sufficient. By looking at the question, we can say that mod y is equal to y as y is +ve.
Thus we get A as sufficient

From statement 1

x-y= -x -y (As y is positive so |y|=y)

therefore x=0;

In statement 2 we have 2 unknown variable and only on equation so it in sufficient

So the answer is A
