The correct idiom is
Not only... But also
Not only.. But
A simple trick is whenever you have Not only X but also Y kind of format where x and y need to be parallel, ignore the part from not only... But and see if sentence makes sense.
Let's try this on C and E
C) In 1978 a national study found that they had also falsified their references
Fits the bill
E) In 1978 a national study found that their references were falsified as well
Who falsified? No doer---> changes he intended meaning.
So C imo
