Correct Option B

Eliminate E : It focus on Kenya refugees, where else , intended meaning is for refugees in Kenya.

From option A to D all wording is common expect the below, which makes them different in option.

The intended meaning is simple.
"to provide assistance by raising funds of $10M amount, this amount would support the refugees in Kenya providing 20,000 tons of food by World Food programme"

A. as they - wrong pronoun they is ambiguous, refer to World food programme, countries or refugee in Kenya.

B. as this sum - Correct, as per intended meaning, only the raised amount of $10M would enable them to ship 20,000 tons of food, them is refer to World Food Programme

C. as these funds - Wrong, these is plural, we need singular this, as funds raise here refer Singular

D. in order that these funds - Wrong, Grammertically and Intended meaning flaw, too wordy.

OFFICIAL EXPLANATION

In 2003, to provide assistance to refugees in Kenya from Sudan, Somalia, Ethiopia and Eritrea, the World Food Programme appealed to numerous countries for funds amounting to $10 million, as they would enable them to ship 20,000 tons of food.

A. refugees in Kenya from Sudan, Somalia, Ethiopia and Eritrea, the World Food Programme appealed to numerous countries for funds amounting to $10 million, as they

Not quite.

This answer choice is ambiguous, and therefore, stylistically flawed. The pronoun they is ambiguous as it could refer to refugees, countries or funds.

What helps us identify this question as a Pronoun question as well as identify the Ambiguity mistake is the following Stop Sign:

Every pronoun in the underlined part of the sentence or after it

B. refugees in Kenya from Sudan, Somalia, Ethiopia and Eritrea, the World Food Programme appealed to numerous countries for funds amounting to $10 million, as this sum

In the original sentence, the pronoun they is ambiguous as it could refer to refugees, countries or funds. This answer choice corrects this by adding the phrase as this sum which clearly refers to the $10 million.

C. refugees in Kenya from Sudan, Somalia, Ethiopia and Eritrea, the World Food Programme appealed to numerous countries for funds amounting to a sum of $10 million, as these funds

Not quite.

Although this answer choice corrects the original Ambiguity by replacing the ambiguous pronoun they with the words these funds, it is stylistically flawed. Using both amounted to and a sum makes it too wordy.

D. refugees in Kenya from Sudan, Somalia, Ethiopia and Eritrea, the World Food Programme appealed to numerous countries for funds amounting to $10 million, in order that these funds

No, that's not it.

Although this answer choice corrects the Ambiguity in the original sentence by replacing the ambiguous pronoun they with the words these funds, it is stylistically flawed because it includes the wordy phrase in order that these funds would enable.

E. Kenyan refugees in Sudan, Somalia, Ethiopia and Eritrea, the World Food Programme appealed to numerous countries for funds amounting to $10 million, as these funds

Incorrect.

Although this answer choice corrects the Ambiguity in the original sentence by replacing the ambiguous pronoun they with the words these funds, it changes its meaning. The refugees are not Kenyan, but refugees from other countries in Kenya.
