Sugar : Cinnamon
15 : 1

Sugar in 24kg mixture = $$\frac{15}{16}*24$$ = 22.5

Choice..
Given that Sugar : Cinnamon
15 : 1
So our answer must be less than and and near 23.

Solution:-

the ratio of the number of ounces of sugar to the number of ounces of the total is 15:16 or (after multiplying numerator and denominator by 1.5) is 22.5:24

Hence option C is the correct answer.
