(1) Valdez Harbor handled 101,000 tons of cargo.

(2) Norfolk Harbor handled 15% more cargo tonnage than Duluth.

(1) insuff...As no relation between Norfolk Harbor and Valdez Harbor/port of Duluth.

(2)insuff...no info about number of cargos for any ports

combined
Valdez Harbor handled 101,000 tons of cargo, which is 240% of cargo tonnage handled by the port of Duluth
thus cargo tonnage handled by the port of Duluth can be calculated (Let X)
and from (2) Norfolk Harbor = x(1+15/100)..can be calculated
