2. The theft rate for cars bearing such decals is much lower than had been usual for cars in those neighborhoods.

If it is concluded from the statements above that automobile theft has been reduced by the program, then pick statement to evaluate the conclusion.

(A) Are owners who are cautious enough to join the program taking other special measures to protect their cars against theft?
If the owners are taking other measures, then decal is not effective.
If owners are not taking other measures, then decal is effective.

(B) In how many neighborhoods is the police program operating?
Out of scope.

(C) Are cars in neighborhoods that are actively participating in the program sometimes stolen during daylight hours?
If some of the theft is happening in daylight hours and theft has decreased, surely use of decal is effective.
If some of the theft is not happening in daylight hours and theft has decreased, surely use of decal is effective.

(D) Will owners who have placed decals on their cars' windows but who find it necessary to drive between 1 A.M. and 5 A.M. be harassed by police?
Even if the owners are harassed by the police, it will not help in evaluation of the performance of decal.

(E) Are the neighborhoods in which the program has been put into effect a representative cross section of neighborhoods with respect to the types of automobiles owned by residents?
Out of scope.

My Answer is C
It clearly asks whether theft happening in Day time. If so asking for the licence only between 1am to 5 Am not have nay effect.

(A) Are owners who are cautious enough to join the program taking other special measures to protect their cars against theft? - correct. This will ensure that there is no other means by which the cars are being protected and it is only the police program that is successful.

(B) In how many neighborhoods is the police program operating? - No. this will not determine if the program is successful or not.

(C) Are cars in neighborhoods that are actively participating in the program sometimes stolen during daylight hours? - No. this sounds irrelevant as how can the participating cars been stolen before?

(D) Will owners who have placed decals on their cars' windows but who find it necessary to drive between 1 A.M. and 5 A.M. be harassed by police? - No. The answer to this question does not determine whether the program is successful.

(E) Are the neighborhoods in which the program has been put into effect a representative cross section of neighborhoods with respect to the types of automobiles owned by residents?- No. the types of automobiles sounds out of scope here.

Hence, imo its A.
