As the incident happened last year,past tense must be used. Options B,C and D are out. Out if options A and E,option A is correct as option E unnecessarily adds "or not" at the end .

Can someone please explain why C is not correct? Although, I selected A but still not so sure why C is not correct..

The sentence after "That" says what HE announced. So when he announced he would say it in the present tense and option B would be correct. Moreover, the announcement is like a fact or a statement, so using a simple present is more convincing for me. Can you please tell where my reasoning is flawed.

i think B is correct. statement after "that" is rightly in present tense as it is an announcement, and since "successful conservation" is singular hence singular verb "depends".

Pls correct if i am wrong

'Universal' statements should be written in the Present Tense. Correct me if I am wrong.
