Don't have the answer and not sure about the source as I got this from my friend.

the total number is X..
35% won so .35X are OUT..
70% of remaining .65X were disappointed, so 30% of .65X were not disappointed = $$\frac{30}{100}*.65X = \frac{19.5X}{100} = \frac{39X}{200}$$
ans A..
you can also substitute value of X as 100 and then work out..
30% of .65X means 30/100*.65*100 = 19.5..

check choices..
ONLY 1 and 3 are in that format..
1. $$\frac{39x}{200} = \frac{39*100}{200} = 19.5$$ .. YES
3. $$\frac{19.5X}{200}= \frac{19.5*100}{200} =\frac{19.5}{2}$$ .. NO

Which of the following expressions represents the number of people who weren’t disappointed although they didn’t win the tender?

A. 39X/200

E. 90X/200

Since 35% of the X people won the tender, 65% of the X people, or 0.65X people, didn’t win the tender. Of the 0.65X people who didn’t win the tender, 70% of them were disappointed; thus, 30% of them were not. That is, 0.3(0.65X) = 0.195X people were not disappointed that they didn’t win the tender. Now let’s convert this to a fraction:

0.195X = 195X/1000 = 39X/200
