so in order to make the structure parallel....we need PROFESSIONAL ATHLETE just after comma

Between C and D as we need Professional Athletes after comma - ABE are out.

Between C and D - C should be right option as "able to .....improve" makes sense rather than "improved".

Options A, B and E are out since the contrast/comparisoon is incorrectly made between amateur athletes and 'measuring....'
Leaves us with C & D.
D does not follow the correct verb tone of the sentence i.e the correct part fo the sentence says.."...amateur athletes who improve..." and in D it says..."....their efforts and improved'

Leaves us with C which In IMO is the correct answer.
