I had to re-read the question plenty of times before things made sense. The problem is the contrast indicator-even if. This makes the premise awkward. (should have been framed better)
The question doesn't pit domestic against international coal.Just that imports need to be reduced (that certainly cant be done by increasing domestic production-cause in case of any domestic issue, imports will eventually be made)

the line of reasoning is as follows:
--domestic production can sometimes run into trouble. In that case---import coal---but---import prices are vulnerable---so make a policy to reduce imports altogether

A, B deal with imports
C extreme solution of no significance
D YES. REDUCES NEED FOR COAL ALTOGETHER--DOMESTIC OR IMPORTED
E remember domestic production can run into trouble eventually leading to imports
