There are a condition AND its converse regarding bodies at rest and bodies in motion.
Here, "a condition and it's converse" are 2 things and hence "are" is used and not "is". Excellent question though

(C) there are a condition and its converse regarding bodies at rest and bodies in motion

These are the only contenders. Can you please explain why we will pick C over B? And other relevant examples
