The comparison in the sentence is between the the weapons & methods of the cavalry and the weapons & methods of the enemy. However, Option A and B compare weapons and Methos with enemy himself. So A and B are incorrect.
A. only still valid if the cavalry is equipped with weapons and methods newer than the enemy.
B. still valid only if the cavalry equips itself with weapons and methods newer than the enemy.
C. still only valid if the cavalry equips itself with weapons and methods newer than the enemy's.

The sentence is trying to say: X is valid only if y is there.
Here the position of "only" can change the meaning of sentence.
We are looking for "only if.." clause in this question stem which is followed only in option B and D.
Now, in option B the caluse --> "cavelry equips itself" --> cavelry is not a living thing, it can't equip itself. Hence B is wrong.
Option D correctly states that --> cavelry is equipped with...
Hence option D is right choice.
