In the absence of a viable flaw finder, I am trying to go by just a hit and run method; The original talks of something that is quantified as most of X or most of Y. Theergor a similr flaw should have most of somehing. I think, only in C the
'most' factor is prominently visble. I reckon both the original and C may have similar flaws.

Similar flaw question
Pre-thinking
The author talks about 2 categories: bicyclists+18 and bicyclists-18. The first ones for the most part have lights on their bikes while the others for most part don't have lights.
The conclusion is that most bicyclists with lights are +18.
Now let's work on the assumption to spot a flaw in the reasoning.
Falsification scenario: What if the byciclists-18 are significantly superiors in numbers than the bicyclists+18? For who likes numbers:
What if the number of bicyclists +18 is 10 and the number f bicyclists-18 is 10000? Now most of the B+18 might be 8 bicyclists and most of the B-18 could be 6000. Now we know that 4000 of the bicyclists under 18 have bicycles with lights. Under this scenario the conclusion would fall apart.
Assumption: The number of bicyclists -18 i not significantly higher than the number of bicyclists +18
The Falsification scenario spots the flaw in this argument
POE:

This option establishes a cause-effect that is absent from the original argument

It follows that most of the residents of Sheldon on the Conservative party’s mailing list voted in the last election.
Here, like in the original argument, we can spot the following flaw: What if the Conservative party’s mailing list is so big that still most of the people on such list did not vote?
(D) In the country where Sheldon is located, every town that has two or more fire trucks has a town pool, whereas most towns that have fewer than two fire trucks do not have a town pool. It follows that Sheldon, which has a town pool, must have at least two fire trucks.
This question uses the word every that makes the conclusion flawless

Again we cn eliminate another option by looking at the usage. The original argument uses MOST while here we just see the word MORE. OUT
