A
B and preceded by a comma should be followed by a clause
C wrong comparison
D
E wrong idiom

Caught between A and D. I choose A as D sounds awkward especially with pronoun "this" coming very late.

In the design process, functionality is as important as originality is, and this concept is being taught by design schools throughout the world.
Correct comparison structure is- X is as important as Y, wherein both X & Y should be grammatically as well as logically parallel

a) as originality is, and this concept is being taught by design schools throughout the world
- "Being taught" is incorrect as it means that the concept was taught in past & not in present. Incorrect

b) as originality is, and throughout the world, this concept is being taught by design schools
- "Being taught" is incorrect as it means that the concept was taught in past & not in present. Moreover, use of commas create a Run-on. Thus Incorrect

c) as originality, and design schools teach this concept throughout the world
CORRECT

d) as originality is, and throughout the world design schools teach this concept
"Throughout the world" incorrect modifies "schools". "Throughout the world" should modify "TEACH". Thus Incorrect

e) than originality is, and throughout the world design schools teach this concept
Correct Comparison structure is AS IMPORTANT AS rather than AS IMPORTANT THAN. Moreover, "Throughout the world" incorrect modifies "schools". "Throughout the world" should modify "TEACH". Thus Incorrect

IMO D

Option C has ambiguous meaning. In option E idiom is wrong. We have now option A,B,D left. In option A "being" is used incorrectly and option A is also passive voice.
Same error in option B.
