In the event of a calamitous oil spill, the only way for biologists to save affected sea lions is to wash them quickly in a neutral solution before noxious petrochemicals permeate their skins.
A. to wash them quickly in a neutral solution before noxious petrochemicals permeate their skins
Grammatically correct... best available..
However a point about pronoun. Sea lions is 'object' so THEM in underlined portion can refer to sea lions. But THEIR is possessive and should generally have some SUBJECT to refer to..
Could have been better by mentioning'sea lions' instead of 'their'..


B. if they are washed quickly in a neutral solution before noxious petrochemicals can permeate their skins
usage of IF is a good enough reason to eliminate it.

C. if the sea lions are quickly washed in a neutral solution before noxious petrochemicals can permeate the skin
Same as B

D. to wash quickly in a neutral solution prior to the noxious permeation of the skin
Object is missing - wash WHAT

E. , prior to the noxious permeation of their skins by chemicals, to wash the sea lions quickly in a neutral solution
Awkward construction

A. But could have been better
