Official Explanation :

The main verb in the underlined portion of the sentence is is and its subject is members. As members is plural and is is singular, the two words are not in agreement, and since members is not underlined, is needs to be changed to agree with it. Eliminate (A), (B), and (D) for this reason.

Choice (C) correctly pluralizes trier to triers to make it agree with members, as well as change is to are.

Choice (E) introduces an improper idiom, adding an incorrect to be after the word considered, so (E) can be eliminated. The correct answer is (C).

(C) are considered the triers of questions of fact

(D) is considered as the trier of questions of fact

(E) are considered to be triers of questions of fact

The best/excellent answers get kudos, which will be awarded after the answer is revealed.
There may be no best/excellent answers, or a there may be a few excellent answers!

members of the jury Plural so are would come ; options C & E
option C is parallel the triers of questions of fact ........ the trier of questions of the law.
