Official Explanation :

The main verb in the underlined portion of the sentence is  is  and its subject is  members . As  members  is plural and  is  is singular, the two words are not in agreement, and since  members  is not underlined,  is  needs to be changed to agree with it. Eliminate  (A), (B),  and  (D)  for this reason.

Choice (C)  correctly pluralizes  trier  to  triers  to make it agree with  members , as well as change  is  to  are .

Choice (E)  introduces an improper idiom, adding an incorrect  to be  after the word  considered , so  (E)  can be eliminated. The correct answer is  (C).
