A. suburbs, growing by 222 people a day on average overtaking Harris county in Texas as ; There is no verb for Maricopa county. growing and overtaking are not verbs
B. suburbs, grew by 222 people a day on average, overtaking in Texas as Harris county; first error is corrected here - Maricopa county..grew. But overtaking in Texas as Harris county phrase is wrong.
C. suburbs growing daily on average by 222 people a day and overtaking in Texas as Harris county; This changes the meaning - its suburbs are growing daily.. and overtaking.. moreover there is still no verb for Maricopa county
