I understand the usage of "ing"/ present participle modifiers to affect nouns and sentences, but I was curious about the usage of "according"
For example:
The winner will receive the money, but he will donate it to the charity that is insolvent, according to the news.In this sentence would you say that "according" modifies "charity that is insolvent" or "he will donate"? Is there an special rule for this ING modifier? (such as the rule of the verb "including" that modifies precedent noun?)
