Hello, I chose B because it mentioned a new pesticide which would destroy the high price factor of cotton and destroy all the profit angle.
I did not choose C because it mentioned over the past several years. this doesnt imply that the demand wont increase or remain stable in the next several years. there was no comment on the future and hence I didnt choose it.

altho, now after thinking a bit more, my prblm with option b is that it has just mentioned the existence of a pesticide which will help the situation. there has been no mention of it being used. can we assume that it will be used? I remember studying a certain if...could... rule of cr where we shouldnt assume a new step being taken just bec it is the correct thing to do. please help.

You're right that we can't prove that the new pesticide will be used. Thankfully, we don't have to! A weaken answer doesn't have to disprove the conclusion. It just has to introduce a new idea that makes the conclusion less likely to follow from the premises. If there's a new pesticide that could reverse the current decline in cotton supply, then it's possible that shifting to cotton now will not pay off. Do we know that cotton growers will actually adopt this pesticide and successfully use it to restore/increase yields? We don't, but it's very plausible, and that's enough to make B a weakener.
