a=5: b=3.....yes
a=-1:b=-4....No.......insuff

a=-1/2 : b=-3....No.......insuff

Is a positive?

(1) a - b > 0

a-b>0...a>b

Let a = 1 & b=-100..........Answer is Yes

Let a =-1 & b=-100..........Answer is No

Insufficient

(2) 2a - b > 0

2a-b>0...2a>b

Let a = 1 & b=-100..........Answer is Yes

Let a =-1 & b=-100..........Answer is No

Combining 1 & 2, using same examples, it is still insufficient

Answer: E
