(2) City C is 163 miles from city B.

(Statement1): no info about City B.

Taken together 1&2,
—> CA= 197
—> CB= 163
If City B is located in between City C and City A, then City A is closer to City B than it is to City B. (197–163=34 km) —Yes
If City B is located in other side of Cuty C, then City A is closer to City C than it is to City B. AC=197–> AB=197+163= 360 —No
