Answer E is correct.
Is r > -1 ?
(1) r > -5. If r=-4 then the answer is No but if r=0 then the answer is YES. Not sufficient.
(2) r < 16. Not sufficient.
(1)+(2) -5<r<16 --> r can still be less than or equal to -1 (for example -4 or -2) as well as more than -1 (for example 0 or 10). Not sufficient.
Answer: E.

According to my source, OA is

Solution:
1) r > - 5
so r = -4, so r is not greater than -1
so r = 1 , so r is greater than -1
so NS . so options A and D are off
2) r < 16
so r = 6 , so r is greater than -1
so r = -13 , so r is not greater than -1
so Option B is also NS
so the options should be either C or E
together
16 < r > - 5
r would include the values
15, 14, 13, 12 , 11, 10, 9, 8, 7, 6, 5, 4, 3 ,2, 1, 0, -1, -2, -3, -4
so it would have both the YES and NO for r > - 1
hence E is the solution
