Is X>Y?

St 1: 0 < X < 0.75
The statement is insufficient because we have no information about "Y".

St 2: 0.25 < Y < 1.0
The statement is insufficient because we have no information about "X".

St 1 + St 2:

If X = 0.10 and Y = 0.26, X < Y
if X = 0.74 and Y =0.26, X > Y
Hence C is also insufficient

IMO E is the answer
