Can't deduce the answer since the output of x+y will depends on the magnitude and sign each of the variables. Since we are aware of only the signs, the question is insufficient to answer.

From stmt 1 we know that x is negative but nothing is said abt Y
From stmt 2 we know that y is positive.. nothing abt x is known.
Combining both 1 and 2 we cannot come to sold conclusion that question stem is negative
