Assuming Number of residents to be 100
Number of residents without a degree will be 100-65 (Given 65% hold a degree)

Ratio of degree to non degree will be 65:35
Simplifying the above gives us 13:7

Since number of humans cant be decimals hence minimum number of non degree holders will be B.7

I think it's B. because 7 can be 35% of something by remaining an integer

Since exactly 65% of the residents in the town of Lakeview have a college degree, 65/100 = 13/20 of the residents have a college degree. From 13/20, the reduced fractional equivalent of 65/100, we see that the least number of residents in Lakeview is 20, and 13 of them have a college degree; thus, at least 20 - 13 = 7 of them do not have a college degree.

set a proportion, in which x is total population and c is what we are looking for
0,35x = c
0.65x = x - 0.35 x

0,35x*(x-0.35x)=0.65x*c --> 7*(x-0.35x)=13*c --> c must be a multiple of 7.

As 65% of the residents have college degrees that implies 35% doesn't have college degrees.
35/100=>7/20
As human nos should be integer, we have 7 minimum no of ppl who don't have college degree.

$$Degreed : No \ Degrees = 65 : 35$$

Thus, $$Degreed : No \ Degrees = 13 : 7$$

Let's say the total population is 20

So, Population with degrees is 13 and Population without degrees is 7

Hence, the least number of residents of Lakeview who do not have a college degree is 7, Answer must be (B)
