To break this down, In C people while listening to sad music compare their lives with what's being described in the sad music and feel happy that their lives are not as sad as it is in music. As a result of this comparison it gives them some relief and makes them calm that they are not the only ones with a tough life.
And this probably could be the reason to explain why sad music makes them happy.
