 The owner’s inquiry does not indicate an unwillingness to accept trade-ins. He expresses concern about how value is assigned to the cars traded in.

Answer: No

Statement 2: The average decline in the value of the car is suggested by the slope of the trend line on the graph of used-car prices. That slope is –940.04, indicating a decline of about $940 per year.

Answer: No

Statement 3: Although the sales manager feels strongly that make and model should be a factor, the researcher does not attach importance to those factors.

Hey Sajjad, how can we justify 'too dependant' with that statement?
Maybe there are other factors too that play a role, and assessing conditions is one of them and the team has most issue with one.

Please clarify.

The point is that if the dependency were not a major consideration, there would be not be such a big necessity to make the change. The entire pain point with the blue book is that you need to make an assessment of the condition of the vehicle. So yes, the book is indeed too dependant on conditioning. In fact, he wants to get rid of the condition factor entirely and rely solely on age. This wouldn't be a problem if the book wasn't depending on conditioning a decent bit :)

"Too" dependant doesn't mean it is the primary factor. All it means is that it is a major factor. Think of it as many vs most. Here too is analogous to many. It doesn't have to be the most imp factor but it certainly is an important factor.
