But doesn't option A state that only people who know how to use computers effectively can program effectively? So, Doesn't it mean that trying to teach students how to program before letting them be more effective at the use of computers is futile?

Let me answer that.
The question requires us to find a weakener. In essence the passage meant to say that computer programming is an important factor for an student to use computers effectively. A, B and E all are similar in logic, E being little offtrack as
computer programming ≠ programming computers
D again is irrelevant as schools teaching CP are compared, which is not the case here.


It is important to teach students to use computers effectively. Therefore, students should be taught computer programming in school.

Which of the following, if true, most weakens the argument above?

(A) Only people who use computers effectively are skilled at computer programming.
(B) Only people skilled at computer programming use computers effectively.
(C) Some people who use computers effectively cannot write computer programs.
(D) Some schools teach computer programming more effectively than others.
(E) Most people who are able to program computers use computers effectively

Now, if you are able to eliminate B then you should be able to eliminate A as well.
Negation if A would be
People who don't use computers effectively are not skilled at computer programming.

Similarly, if B negated, it would be
People who are not skilled at computer programming don't use computers effectively.

So, both in a way support the conclusion.
