IMO it should be (E). Since the total number of stamps in the collection should be a multiple of 4. All of the other options are a multiple of 4 except 54.

Non-C+C=Total stamps
Or, Non-C+3*Non-C=Total stamps

So, Total stamps=4*Non-C Or, Total no of stamps is a multiple of 4.

Among answer options , 54 is not a multiple of 4.
