Hi , Let us analyze the premises for this .
John states that 80% accidents occur within 5 mile radius . Thus people who drive long are cautious. But Judy states that 80% of the people driving only drive within a 5 mile radius.
So we can see Judy clearly contradicting John's assumption that the people who drive long are cautious drivers because most of the set lies here and John has not provided any other premise to suggest his conclusion
So my answer A.

How is Judy’s response related to John’s argument?

May be or may be not. Judy's argument does call in question John's argument. Let's keep this option for now and see other options if there is a better answer.
(B) It restates the evidence that John presents in different terms.
RESTATES? No. It is weakening John's argument by giving extra information. ELIMINATE.
(C) It gives additional evidence that is needed by John to support his conclusion.
It does give extra information but NOT to SUPPORT the John's Conclusion. ELIMINATE.
(D) It calls into question John’s assumption that whenever people drive more than five miles from home they are going on a long trip.
This option might look attractive at first. It does call in question John's argument. But not the assumption stated in Option D. ELIMINATE.
