Quick question - is the Scholarship Weekend (that has been mentioned over the last few posts) only for US Citizens or do they also apply to US Permanent Residents and Internationals as well?

What time do the admit calls usually go out? I'm Consortium R2 applicant, hoping I didn't miss the boat by not getting a call yet... They told me I would know by 2/21.
