Parallelism is right! Once you've identified the parallelism issue, you need not look any further to get to the right answer here.

That said...since we're trying to master this problem (rather than just trying to get to the right answer), we should try to identify all possible issues. With a quick glance, I can identify at least three other reasons to rule out certain answer choices (hint: pronouns, adjectives/adverbs, concision). Can anybody identify them?

IMO E. but i am a bit confused between "greater decrease" and "significant decrease" is greater decrease legitimately used??

At least E is maintaining the verb parallelism ‘are preparing for x” and ‘are preparing to Y’.None others do that. In the process , I am even ignoring ' preparing for an adjectival noun" with 'preparing to a verb' because others choices are far more
indictable IMO
If there is anything to look beyond in this case. , please indicate. Until then,let me go with E

I agree with Daagh, same reason I picked 'E'.
