Whats odd is the Quant score on GRE was much better than GMAT, but the Verbal score was putrid on GRE.
That's not really odd at all. The demographic taking the GMAT is much more quantitatively skilled than the one taking the GRE. Almost everyone taking the GMAT wants to go into business or economics... backgrounds are in finance, consulting, engineering, and so on. The GRE is taken by people in almost every other subject - education, psychology, history, English, etc... - which don't require math skills. But adcoms know this. An 80% Quant percentile on the GMAT is more better than an 80% Quant on the GRE. Besides percentiles, the content is harder on the GMAT.
I think the Verbal is also tested differently. The GMAT tests logic whereas the GRE tests vocabulary. Some people are better at one than the other.
FWIW, GMAT-takers tend to do better in admissions that GRE ones do. Adcoms may still prefer the GMAT (I can't guarantee this, but it seems that way).
