Non underlined part contains the word 'knew' which is in past tense. So 'prevail' in the underlined part should also be used in past tense.

A) prevailing in cities, where organized crime flourished without police interference, and despite nationwide prohibition of liquor sales, anyone - Incorrect
B) prevailed in cities, where organized crime flourished without police interference, and despite nationwide prohibition of liquor sales, anyone - Correct
C) prevailed in cities, where organized crime flourished without police interference, and in spite of nationwide prohibition from liquor sales, anyone - Incorrect. Change in meaning
D) prevail in cities, where organized crime flourishes without police interference, and despite nationwide prohibition of liquor sales, anyone - Incorrect
E) prevailing in cities, where organized crime was flourishing without police interference, and in spite of nationwide prohibition of liquor sales, anyone - Incorrect

Hi,
first lets work towards OA..

1) If you see in non-underlined portion, "who wished to buy a drink knew where to get one.",
the sentence is in past tense, so it should be prevailed.. eliminate A, D and E..
2) prohibition of is correct idiom, eliminate C..
answer B..

But let me speak something on the setence as a whole..
1) where organized crime flourished without police interference..
the usage of without tells us that crime can flourish with police interference, but here it flourished without police interference...
What you probabily meant was " due to police non-interference"

2) lets now see the entire sentence:-
Lawlessness and social nonconformity prevailed in cities,where organized crime flourished without police interference,.. and, despite nationwide prohibition of liquor sales, anyone[/u] who wished to buy a drink knew where to get one.
here you have paralleled Lawlessness and social nonconformity prevailing in cities and despite nationwide prohibition of liquor sales, anyone[/u] who wished to buy a drink knew where to get one...
maybe, you should have added where in the second clause too..

YOUR SENTENCE COULD HAVE BEEN MORE MEANINGFUL IN FOLLOWING WAY:-
Lawlessness and social nonconformity prevailed in cities, where organized crime flourished due to police non-interference and where, despite nationwide prohibition of liquor sales, anyone[/u] who wished to buy a drink knew where to get one.

prevailed..... wished.....knew ------> Correct Tense form, so only (B) and (C) remains

We may reject (C) Inspite of since Despite is more Formal and thus select (B) as our answer !!

Explanation:

Observe the un-underlined part of the sentence wesee the action ‘knew’ in simple past. Thus, we know that the underlinedpart needs to be in simple past . “Prohibition of” is the correct idiom.

1. ...prevailing...- wrong usage of third form of the verb here. A simple past action is to be presented.
2. CORRECT
3. .'prohibition from liquor sales' is wrong, 'prohibition of is required
4. ...prevail...- wrong usage of simple present tense.
5. Same as A
