Can anyone tell me how to apply the LEN technique on a negative sentence?
For example: In Country B, gasoline consumption is not increasing at a substantially higher rate than
domestic oil and ethanol production.

I am not aware of this technique and so, did a Google search. This thread was the only match I found
.What is this technique and where did you come across it? If you can give some references, it can help me (and others like me;)).
