(E) Like the Scandinavians’ long refusal to recognize Edvard Grieg,

Wrong Comparision. Here in the above sentence Edvard Grige (human being) is compared to Italian's (Something possessed by People of Italy).
A,B,C and D all are wrong because of the reason stated above

Only option E compares human to human
Hence E

Here like+noun means ‘similar to’ or ‘in the same way as’

the Scandinavians’ long refusal is similar to the Italians’ disregard

Or can we use Just as...so to compare nouns?

'Just as' is equivalent to 'as' so it follows the same rules and when you compare an action, you compare it with another action. So usually, the structure would be 'Just as clause, so clause'

Just as we hope to receive good wishes from our people, so we should send out good wishes to them.

Like x, y: like E. G., disregard is incorrect
(B) Like Edvard Grieg, who the Scandinavians long refused to recognize, (incorrect: comparison error)
The same as option A has
(C) Just as Edvard Grieg was long refused recognition by the Scandinavians, (incorrect: pronoun error)
Just as x, y: as shows the similarity of two actions or clauses while like shows the similarity between two nouns
(D) Just as the Scandinavians long refused to recognize Edvard Grieg, so (incorrect: idiomatic error)
Just as x, so y is incorrect: correct idiom is just as x, y
(E) Like the Scandinavians’ long refusal to recognize Edvard Grieg, (the best option)
Correct comparison: like refusal, disregard
