The correct structure here is Like X…, Y…
Option A traps us into thinking it is the correct structure. But are the right entities being compared here? No. The comparison is between the old government and the new government. This should be reflected in the structure as well.
For this reason, we can eliminate Options A, B and C.
Option E has awkward phrasing that changes the meaning of the original sentence. In this option, laissez-faire is used as an adjective to modify ‘cornerstone’ which is illogical. Eliminate.
You are now left with Option D – the best option that maintains the structure and retains the intended meaning.
